MEssages in middle of screen?

I have seen other servers with this on and what it does is in middle of the screen it has messages when you join or die it shows messages again in middle of the screen . i was wondering what this is like command and what file to edit ?

You can do it through external admin tools. I have only used procon, but it allows you to do it through an external gui interface as well as in-game commands.

some reason i cant get procon to work. every time i close it all settings seem to never save.
